I have been honored to serve you as your Sheriff here in Richland Parish over the last three and a half years, and I humbly ask for your support in the upcoming election this October 24th. We’ve cut wasteful spending and because of this, the department is in a stronger position financially. We have increased the number of deputies on patrol each shift and increased the number of patrol units in the rural communities.  We’ve aggressively targeted the illegal drug trade and because of this, our communities have never been safer. I have always had an open door policy, and I’ve kept the same number since I first ran for this position. Here is a list of some of the additional accomplishments we’ve been able to achieve since you first elected me as your Sheriff.

• Re-Instated D.A.R.E. Program for our Schools

• Created Mentoring Summer Camps for our Youth

• Provided FREE Conceal & Carry Training Program

• Provided FREE Hunter Safety Course Training

Joe Keene

Police Jury

District 1

Seeking the post of Richland Parish’s District 1 Police Juror, is Delhi resident, Joe Keene. 

The 60 year old Richland native grew up near Archibald. He is the son of the late Opal and Vanetta Keene and has been married to Loretta Fuller Keene for the past 39 years. He attends White Oak Baptist Church.

As a student, Joe attended Mangham schools. He went on to serve his country during the Vietnam Conflict. After being honorably discharged from the U.S. Army, Joe sought a degree in Fire Science from LSU.

Joe is a LSU certified Fire Instructor and holds certification in all matters of fire and emergency safety. 

Having worked for the Monroe Fire Department for 28 years, he retired with the rank of captain. He is a past member of the Delhi Volunteer Fire Fighters, who assisted in the organizing of the Ward 1 Volunteer Fire Department.

Joe promises to represent the citizens of District 1 “with a passion, because local concerns should be foremost in the minds of the elected.” He stated he plans, as a police juror, “to do this by spending my time responding to voter needs quickly, riding the district roads on a regular basis, checking for maintenance problems and seeking the availability of grants and securities, as well as being available 24-7.”

Claude Hicks

Police Jury

District 7

Announcing his candidacy for the seat of District 7 Police Juror is Alto resident, Claude Hicks. Having grown up in the Zebedee community, Claude attended school in Archibald and Mangham. The son of Vera Hicks and the late Lamar Hicks, he has been married to Dellie Hicks since 1975 and is the father of two: Catherine Cowart-Mebruer and Dennis Wayne Hicks.

A 1973 graduate of Mangham High School, Claude attended the Vo-Tech School in Winnsboro. Since 1976, he has been employed by Louisiana Machinery-Monroe, where he continued his inservice education in diesel mechanics, sales, service, parts and management.

Claude believes the measure of a man is gauged by his loyalty and service to his God, his family and his community. He has served on the Rhymes Library Board and helped with numerous projects throughout the years.

He presently serves on the Little Creek Methodist Church Council and is a strong supporter of the Salvation Army’s Project Love which provides Christmas for needy children in Richland, Franklin and Madison parishes.

He has much experience with heavy equipment operations and maintenance, as well as sales, service and management.

Having traveled throughout District 7 in recent weeks, Claude feels with his knowledge of this area of the parish and in management of funds and resources, he can help to greatly improve current conditions with accountability and common sense.

As police juror, Claude will strive, by being attentive to the budget and management of parish funds, to provide regular maintenance of roads and ditches, to seek financial aid for projects and to work with fellow jurors to provide service to citizens quickly and efficiently.

Andy Thompson

District 4

Andy Thompson announces his candidacy for District 4 Police Juror of Richland Parish.

“As a resident of District 4 for the last 15 years, it is clear  we need newer/fresher ideas, more positive action, less conflict, more cooperation and more experienced people in the Police Jury.  I believe I can bring those things to the  District 4 seat.

Jesse Shiers

Police Jury

District 7

I am a lifelong resident of Richland Parish. I am a graduate of NLU and currently retired from the Richland Parish Sheriff’s Department. My wife, Ramona, is currently employed by the Richland Parish School Board.

We have problems in Richland Parish because we do not have unity in the Richland Parish Police Jury. There are administrative problems and they need to be addressed in a professional manner.

One issue that is of concern is the jurors’ salary. They need to be reduced. An elected official needs to stay in touch with his or her people on matters like this and consider what their will is, because that is your government of the people, by the people and for the people.

Roads in District 7 -- what can you say, they’re terrible and need improving. We are on them every day. Drainage in District 7 is a disaster. I know the drainage problem in District 7 and I know where they are located and know what it will take to correct them.

A juror is elected to do a job. The problems we have can’t be corrected overnight, but if we work together, I will do everything in my power to improve the because I will be a hands-on juror.

Johnny Lee Jones

District 6

I am Johnny Lee Jones, candidate for Police Juror, District 6.

I am the son of Dorothy Lee and I.V. Jones. I am married to Shirley Jones. I am employed at Graphic Packaging International of West Monroe.

I have served as alderman for the Town of Rayville for the past 12 years. I am experienced and capable of representing District 6. I will work closely with other jurors to get projects accomplished for our parish as a whole. I will work with all governing bodies to strive for continuous success for Richland Parish, District 6.

Paul Slayter

District 5

My name is Paul Slayter. I am a candidate for Police Jury in District 5, Richland Parish. I was a successful business owner of Paul’s Wrecker Service for 35 years. I served two tours in the U.S. Army in East Asia during the Vietnam War. I drove a school bus for Richland Parish for 24 years, and was an auxiliary deputy for 22 years. I am a Master Mason and actively involved in the RF McGuire Lodge #209. I am also an active member of VFW Post 3375 and American Legion Post 0122, all of Rayville. I am a life long resident of Richland Parish and am married to Judy McGaha Slayter. We attend Rayville First Assembly of God Church.

The only promise I can make to you is I will do my very best for you as your police juror and will be a “hands on” juror. When you call, I will do my best to meet your needs - 24/7. My greatest concerns for our parish are roads, drainage and infrastructure. I believe the police jury should be transparent to you, our citizens, that we represent. The police jury should strive to be in unity to serve the people who elected them to get the work accomplished. It is my belief that the job of the police jury is not for personal gain, but to actively help everyone in the parish and district. With your help we can have a new beginning to go forward and see great things accomplished.

I am a lifelong resident of Richland Parish. 

I have been married to my wife, Tiwanna Stubblefield, for 21 years. 

I am the father of six boys and one girl. I have five grandchildren. 

I am a member of Greater One Christian Fellowship Church, Worshipful Master of New Delhi Lodge #184, Member of Louis R Price Consistory #173, Shiner of Jomadi Temple #171 a member of International Brotherhood of Teamsters Local #568 and a member of Alpha Phi Alpha Fraternity.

I have been a dedicated UPS employee for 17+ years. I have served as Union Steward for 11 of those years. As Union Steward, my responsibilities include employee stability, correct rate of pay, and to ensure all employees are treated justly for their jobs.

 That in general makes me responsible for their livelihood. Being the Union Steward has given me the education and training to make decisions that will benefit the people I am serving. I am asking for your vote for Richland Parish Police Jury – District 2.

Charles Kelley Gilley

District 9

I am a lifelong resident of Richland Parish District 9. I am the son of Charles T. and Sherrell Gilley who are also lifelong residents of District 9. I have a 15-year-old daughter, Kristan gilley, who also lives with me in District 9. 

I have 25 plus years experience in construction, building roads and drainage. There is no problem is too small that I will not work my hardest to resolve.

I would appreciate your support for the upcoming election. I will also work very hard to try to get our roads fixed and get ditches dug to help with flooding in our area.

Kelly Evans, a lifelong resident of Richland Parish, announces his candidacy for the 5th District seat on the Richland Parish Police Jury.

Kelly is impeccably qualified for this position. Having run a successful electrical business for 38 years, he has the leadership skills to work with people, and he knows how to get things done. Kelly is an active member of Rayville United Methodist Church, where he serves as the President of the Board of Trustees.

Melvin Allen Sr.

Police Jury

District 3

Melvin Allen Sr., is announcing his candidacy for police juror for District 3.

I have been married to Valerie Allen for 30 years, father of two sons, Milton Allen and Melvin Allen Jr., and one grandchild, Jaycee.

I am a member of the First Calvary Baptist Church in Rayville, where I serve as a deacon and also as vice-president on the usher board.

My education was obtained via Rayville schools and University of Louisiana at Monroe. I have been employed at the Delhi Extrusion Plant (SAPA) for over 27 years, serving in a Supervisory position for over 20 years.

On October 24, 2015, I am asking the voters of District 3 to vote #81 on the ballot.

With the issues we face in District 3, I believe the best way to serve the people of District 3 is to always be available to listen and address the needs of our community. I would be honored by your vote of confidence in me to serve the voters of District 3.

Randy J. “The Milkman” Sanders has qualified to seek the District 1 Police Juror seat up for election on October 24.

Randy is a graduate of Ouachita Parish High School and has called Richland Parish home for the last 30 years. He is owner of Traco Distributing, Inc. and is an independent distributor for Borden Milk Products and also operates Traco Wholesale Meats (formerly Barthel Wholesale Meats).

“I have always had an interest in serving and giving back to my community. My wife and I try to do as much as we can for our neighbors, family and local non profit organizations. We support all of the Parish schools in any way  that we can. It is my belief that it is time for the Police Jury to come together and work for the betterment of our parish.

“I am no stranger to problem solving and hard work. I feel that I can be an asset to the citizens of Richland Parish. I am not a politician. I am a hard working citizen who would like to see a change for the better.

District 7

I, Kirby Phillips, would like to announce my candidacy for the Richland Parish Police Jury, District 7, in the October election.

I have been married to my wife Sharon Piercy Phillips for 27 years.  We have one son, Brad. We have the privilege of being Poppa and Nonna to seven grand children and one great grandchild. 

Mangham High School is proudly my Alma matta, in which I graduated in 1980.

I have resided in District 7 since birth. My love and passion for my community continues to grow daily. 

My father (Woodrow Phillips) worked for our police jury years ago as a machine operator. His influence and passion for his community persuaded me to strive for the same goals.  I am proud to say these goals were accomplished. I went to work for the police jury as a book keeper then to a machine operator. After dedication to my job and community, my duties began to excel from machine operator to a barn foreman then to the parish foreman. 

If you elect me as your next police juror for District 7, I will work for the people of our district. I will be supportive or your needs. I will work to improve the roads and drainage in our district.

Larry Lockeby is seeking the position of police juror in District 3.

Lockeby has been a local business owner in District 3 for 23 years.

His skill set for qualifications includes:

He is a Vietnam veteran, a member of Rayville United Methodist Church and the Richland Arts Council Board of Directors.

Freddie Harris

District 2

Freddie Harris of Delhi has announced his candidacy for the position of police juror in District 2.

Harris is a lifelong resident of Delhi. He and his wife, Shevon have been married for 12 years.

A retired member of the U.S. Army, Harris would like to use his 22 years of experience as a combat engineer to help the people of District 2. This experience has given him a firsthand knowledge of  road construction, bridge construction and drainage. Harris said he would like to work with members of the police jury and share that experience in an effort to help the people of District 2 and Richland Parish.

I am Jackie Hayes. I have been living in District 6 for the past 30 years. Upon completion of high school at Rayville High School in 1977, I received a degree in Associate of Art from Northeast Louisiana University in 1982. I have spent many years working in the healthcare industry as a manager and supervisor. In addition, I have been very active in the political arena over the years.

I am a member of St. James Baptist Church in Rayville.

I am blessed to be the mother of a wonderful son named, Whitney Hayes and a grandmother of two precious grandchildren named Braylon and Mckenzie.

District 6 deserves someone who is always available to the constituents of District 6. Moreover, District 6 needs a leader that is dedicated to positively impacting the lives of the citizens of District 6.

Today, I would like to announce for the office of police juror in the upcoming election on October 24, 2015.

As a lifelong resident of Richland Parish, I consider myself fortunate to live and work in the area. This is my first time running for this position, and now more than ever I think it’s time to bring new blood, a new face, conservative thinking, and most importantly, progressive action.

It’s time our elected officials’ jobs should be to ensure our community’s safety, promote a positive environment for families to live in and businesses to grow in. District 1

I, Buddy Hagood, announce my candidacy for the Richland Parish Police Jury, District 1, in the October election.

I am a life long resident of Richland Parish. I have worked for several road construction companies for over 18 years. I understand what consists of making good roads and keeping them up. Drainage is also a very important issue for me in District 1.

There are a few more concerns and needs with in District 1 and I believe a police jury member should be accessible to citizens and listen to what they have to say. I believe we have forgotten and got away from listening and talking to one another. We’re not communicating and we have to communicate to get things done with in the parish.

My pledge if I am elected Police Jury District 1:

• To always remember that I am here to serve you, the citizens;

• To do my best to insure that all citizens and jurors are treated with the respect and the courtesy they deserve;

• To spend our tax money wisely and only when necessary; and

• To work hard on getting our drainage and parish roads up to standards.
